		<description>Agreed.  I live in Florida, a right to work state who consistently elects Republican governors.  I am, frankly, feeling a very large dread upon me (as my mom would have said). Opt out seems too much like cop out and is still enthrallment to the corporate special interests. &lt;br&gt;&lt;br&gt;Any opt out plan, for the citizens of those states who would choose to opt out, is merely another means of disenfranchisement.  If a program isn&#039;t fairly applied for all citizens, it isn&#039;t fair. Period.</description>

		<description>No opt out option should be allowed unless it is by a State Constitutional amendment.  Otherwise all the &#039;right to work&#039; States will automatically opt out and to continue to have the same 25% of their population uninsured and most of those insured will continue to be insured only by a small cartel of price fixing insurers.  Those States that support business interests over those of their constituents will always have a good lie to opt out of &#039;providing for the public welfare.&#039; If it is important enough to have federal legislation, then it is important enough for everyone to have a vote on it in their own State.</description>
